With this tool, no: the content is removed, not covered. That is exactly the difference between redacting and drawing a rectangle over it with any editor — in the second case the text can be recovered by selecting it or copying the page.
It is made for that: removing data that must not appear in a copy meant for third parties. It remains good practice to recheck the final document, because deciding what to black out is your call and Plicum does not guess it.
